Free Tutoring Under the No Child Left Behind Law

Your child may qualify for free tutoring, but you need to know your rights and ask questions to get the full benefit of the services the law requires.

 

Hundreds of thousands of students are eligible for free tutoring under the federal No Child Left Behind (NCLB) law, but less than 15% of them are getting it, according to the U.S. Department of Education. While districts have improved efforts to notify parents early in the school year that their children qualify for tutoring, this is still a problem, the Government Accountability Office (GAO) reported to Congress in 2006. Here's what to do if you think your child is eligible.

How do I find out if my child qualifies?

Your district is required to inform you. Your state Department of Education also has this information.

Does Tutoring Work?

Students in low-performing schools made gains in math and reading after participating in tutoring programs, according to a 2007 study conducted by the Rand Corp. for the U.S. Department of Education.

A 2006 report by the U.S. Government Accountability Office on how the tutoring services requirement of NCLB is working recommends that the federal government give states more help and information on best practices to help them better deliver services to needy students.

Generally, your child qualifies if she is getting a free or reduced-price lunch and attends a Title I school categorized as "in need of improvement" for two years in a row. Title I schools are in attendance areas where at least 35% of the students and their families are low income.

Who provides the tutoring?

Providers can be for-profit companies, nonprofits (community organizations or colleges, for example), but they must be approved by your state.

Because of the millions of dollars available for tutoring, NCLB has created a boom in the industry, attracting some providers with little or no history of improving student performance. While it's up to states to monitor the quality of tutoring, most struggle to do so effectively, according to a 2007 report by the Center on Education Policy.

As private companies, school officials and government agencies argue over the rules, parents have to ask lots of questions to learn the full range of tutoring services available to their children.

How do I find a tutor for my child?

Your state Department of Education is required to maintain a list of approved providers that shows which services are offered in your school district. Approved providers don't necessarily offer services in every community.

How can I be sure my child is getting a good tutor?

While NCLB requires that classroom teachers have credentials, it does not set standards for tutors. That means parents need to do their homework to take full advantage of the law. Ask school district officials and tutoring service providers whether a tutoring program follows your district's program of instruction. It's also important to know whether a tutor will regularly communicate with your child's teacher and with you. Don't assume this will happen.

How is the school involved?

Once a family chooses an approved tutoring service, the district contracts with and pays the service. A provider that doesn't help students improve for two or more years is supposed to be removed from the state list. The provider is required to set goals for your child in a meeting with you, your district and your child's teacher or principal, then report your child's progress back to all of you. You should ask how often you will get these updates.

"I have read most of the comments on this page, I live in hinesville GA mostly a military town. I have been here for 10 years. My son is now going on to the 5th grade. He does have a learning disabliity, yet the school would not have him in the summer program for extend school. I have asked around here and they told me to go to sylvian, come on I dont have $5,000 for 2 months of tutoring, and on top the program is an 1hour 20 mins away. My son has not passed not on CRCT, 3rd grade they told me that his teacher was an IEP teacher, I spoke with her this pass spring she said she was never an IEP teacher she was a regular teacher. But I fussed so much of their lack of teaching my son and because he is a dependant of the military now they want to get on a ball. Is this how they treat students that are not as gifted and talented just push our children along with mim education., an only help the ones they think is going successed? This is crap. If I have offended anyone on he! re I do apologize. I just get sick and tired of T.B.O.E. talking what they going to do to help children that needs help but do nothing but sit back a throw our complaints to the side"

Three years ago we moved from Michigan to Fl, and My children change about three schools for the past three years, my son just finish his 8th grade, but he fail the 7th grade math 2, the simester one, so he have to take this class online for him to go in 9th grade in fall, I really need help with him, I heard about this program 'no child is left bihind, but the schools dont have funds, is an there any sources or some one who can help my son? He qualified for tutoring and I actually recieved a letter saying that the school recommended he go to summer school and he was even assigned a school. "I have read all the comments below, and do not feel so bad now. I thought I was the only one facing these challenges. I am also looking for a low income or free tutoring classes. I have already checked the No child left behind, and our school dont qualify because of their scores on the crct test. My child is in special education classes for a learning disablity and ADHD. She really stuggles in school, making grades anywhere from a 30-50 on work. Please help"

"Hello, I am the Director of an NCLB tutoring provider. Greatschools.net has wonderful information about this program. State laws and regulations vary widely so please confirm everything with your state Department of Education. The Federal Department of Education, www.ed.gov is a great resource as well. I would like to clarify a few things though: you dont want to try and get your child into a school that qualifies for NCLB funding. Many school districts provide some services for students on IEPs. 504 are different than an IEP and many usually don't provide services under that designation. That said, many school sites provide some kind of extended day service. These vary in quality and quantity. Finally, many teachers have devoted their after contract time to tutor their students for little or no pay. If you want a tutor and can afford a tutor, the suggestions outlined on this website are wonderful suggestions to follow. To get the most out of NCLB if your school is in Year Two program improvement: 1. Enroll for tutoring. This may be called SES or some other acronym. Call your district office and ask for the form to enroll for free tutoring if your child goes to a school that is on program improvement. 2. The district, school site, private providers, teachers, non profits, and regulatory agencies all have their own interests and those interests are NOT always your interests. Choose the tutoring provider based on what you need: in home, on campus, small group, one on one, or online. In my opinion, one on one in home tutoring is the most effective way to help a stduent that is several grade levels below their current grade level in math or reading. 3. The provider will HAVE to provide an assessment at the beginning and the end and they will HAVE to creat an educational plan. Request these from your tutor once you have started the tutoring. I am not aware of any state laws that provide legal exceptions to this federal requirment for NCLB. 4. Demand excellence. If your service isn't what you expected, do not enroll in the same program the following year. 98% of my students return each year so long as they are elligable. 5. There are usually 20-80 providers in every district that has schools in program improvement. They bill the district a set amount per hour of instruction. Each child has a set amount available to them for tutoring (set by each state). Maximise those funds. Do not settle for a program with a lot of hours just because they have a lot of hours. 45 hours of 20 students per tutor is not as effective at 22 hours of 1 on 1 instruction, even if a snack is provided. 6. Follow the directions of the district and the school. If they tell you to enroll in or request tutoring by a certain date then do it. The same applies to your children when they are assigned homework. It is just poor planning that leads to missed deadlines. Please feel free to email me if you have questions."

"My child has been involved with many family deaths over the past year and a half. Her Aunt died of cancer and so did her brother. We were so ingrossed with all of this she missed kindergarten. They still put her in first grade, but to no avail, she has fallen behind drastically. I've signed up @ Sylvan learning center, they did an assessment on her 21 May 09. Me and my Mom will meet with the Director on Tuesday for the results. Do you have any funds, such as schlarship monies for this program? Thanks in advance, Shawn Alderson "

"My 7th grader has a 504 plan in place, but her English teacher advised to get a tutor to help her achieve. We do not qualify for free or reduced lunch, but have not the funds to pay for a tutor. What funds are available for her under No Child Left Behind and how would we apply. We have two elementary school students who receive free Title I services at their school and during the regular school day. "

"Tutoring at the school level did not help much, I would like to send my daughter to Sylvan. She had went there for Math and went from K-4th grade Math in one year. 2 times a week twice a week. "I have a child who attends public school and has always struggled with learning. I asked for tutoring advice and was told the school could not provide names of tutors due to liability. So I paid for a reading tutor through Sylvan for 2 years myself, yet my child still reads way below grade level. The public school system seems to praise the children who learn quickly and just shuffle the poor learners through the system so their school can still get funds. I have asked for help repeatedly and gone through 2 IEPs with the school to be turned down for additional help. My child has been left behind regardless of the time and effort we have put into his education. To paraphrase our President, it's time for change . . . for schools."

"Hi. My 14 year old son transfered just recently from a catholic school to a local public school. We found that the public school is more advanced in math than where he came from. Math was his strength in the catholic school, but he is behind now, and is desperate. He missed a little more than half the school year. How can we help him? "My son's school has never mentioned about this service 'No Child Left Behind' and I know he qualifies. We get reduced lunches, hes been on an IEP for 3 years (hes in 2nd grade) and he is in SPecial Ed and Speech. Please give me info on how I go about getting him one. Thank you."

"I let my daughter go to the free tutoring after school for an hour and a half 2 days a week. The grades did not really improve and even after the tutoring was over with she still had hours of homework. I soon found out that the students in this class were put in front of a computer with a math web site or a history web site and the teacher was grading papers at her desk. Yeah that really helped. This coming year things will be different for my daughter. She has asked not to return to school because she did not want to spend 8 hours at school and come home to spend 3 to 5 more hours on homework. I asked the teacher to let her stay out of some of her extra classes but they said that she had to go to art even if she did not understand English or history because the state said she had to have art. Well my child got left behind this year so where is the state no child left behind act for her. Not at this school."

"Hi, I read all these questions down below here and i don't feel so alone. My son takes medication for adhd. He does well in math but now everything is alot of problem solving that deals with reading and he just absolutely hates the reading. He needs help and I am so sick of the school system. He is in the fourth grade and should be in the fifth. Me working with him is so old. He cringes and I cringe at the thought of doing homework anymore. I used to be a stay at home mother with him till I got a divorce and now i work a full time job and i just need help. I love him so much but I just need some help. Some days I feel like I am loosing my mind and no one understands me. I don't even do the parent teacher conferences anymore. The teachers do not work with you. This is not college, this is the learning years. What kind of teacher will not send home a students papers to the parent, how do they exspect your child to learn from their mistakes if you have nothing to go by. The Pri! ncapals well let see we only have had 4 differnt ones since he has been in the elementary, all stand by their teachers and say things to justify the parents and then never take action. Please if you could point me in the right direction, it would mean the world to me. Thank you "
