Tracking in all core subjects and a traditional authoritarian discipline system make this the weak link in the school district, where the underperforming students are lost for good. Students in the 'advanced' (i.e., on grade level) classes do all right but are not helped to be creative, independent or analytical thinkers. Students in the 'regular' (i.e., below grade level) classes are allowed to fail, because it's nearly impossible to overcome all the behavior problems that are concentrated in these classes. In a couple of years, Carl Sandburg and FJHS will both become 5-8 middle schools serving their respective sides of town. Sandburg will end up being the 'good school' and FJHS the 'bad school,' and I bet the respective cultures of the two schools will hardly change at all.
