In the Cleveland Metropolitan School District (CMSD), students are assigned to schools based on their residence, but they can apply for open enrollment transfers to other schools in the district (called intradistrict choice). Students can also apply for specialized programs that focus on such subjects as science, design and the arts. Gifted education programs are available for elementary, middle and high school students. Students may use vouchers to attend private schools. The district also offers special education services.Under the federal No Child Left Behind law, students attending a Title I school designated as “in need of improvement” have the right to attend a higher-performing school in the district.
