The State Sets Policy for High School Transfers
The Illinois Administrative Code mentions that an eighth grade graduate or high school student may choose to attend a high school in an adjoining district or in an adjoining state if there is no high school in his district, or if a high school in another district would be much more conveniently accessible than his district school.
Transfer Options Under No Child Left Behind
